Construction ERP in Quebec: definition, options and selection criteria in 2026

A construction ERP promises to bring quotes, projects, costs, invoicing and payroll together in a single system. But in Quebec, the word "ERP" covers very different products, from accounting software with CCQ payroll to job site management platforms. This guide explains what a construction ERP really is, how it differs from quoting or accounting software, and compares six options on the criteria that matter here: CCQ, GST/QST, holdbacks and French.

Construction ERP: what are we talking about in Quebec?

💡 Transparency: this guide is written by the SubmitX team, which sells management software presented as an ERP: we are therefore both judge and party. The facts about the other software come from their public pages viewed on October 26, 2026 (sources at the bottom of the page). "Not published" means absent from those pages on that date. ERP stands for Enterprise Resource Planning, an integrated management software package. The idea: a single database for the whole company. An accepted quote becomes a project, the project has a budget, hours and purchases are charged to the project, the invoice comes from the project, and accounting receives everything without re-entry.

In construction, an ERP generally covers: estimating and quotes, project management (schedule, change orders, RFIs), job costing by project, purchasing, progress billing with holdbacks, payroll (in Quebec, CCQ payroll for employees covered by the CCQ, the Commission de la construction du Québec) and accounting (general ledger, GST/QST).

ERP, quoting software or accounting software: the differences

Type of toolWhat it does wellWhat it usually does not do
Quoting or estimating softwareTakeoff, pricing, quote presentation, tracking of quotes sentPayroll, actual job site costs, accounting
Accounting software (with or without payroll)General ledger, GST/QST, receivables and payables, payrollDetailed quotes, schedule, job site tracking
Job site management platformPlans, RFIs, deficiencies, daily reports, collaborationPayroll and accounting (often through a connector)
Construction ERPThe complete chain, from quote to accounting, in the same databaseOften costs more and requires more implementation

Many SMBs work very well with a stack: quoting software, QuickBooks or Acomba, and Excel in between. An ERP becomes worthwhile when re-entry, gaps between quote and actual cost, or CCQ payroll start costing time every week. Also see Construction ERP or Excel.

Construction ERP options in Quebec in 2026

Maestro (maestro*ERP)

Founded in 1989 in Varennes, part of JDM Technology Group since 2020. maestro*ERP brings together project management, accounting, payroll, project costs, equipment, inventory and field operations, in the cloud or on your servers. Its French page states a payroll that handles collective agreements and connects to the CCQ to keep rates up to date. Price not published (demo).

Constructo AI

Vendor based in Farnham. CAD $79.99 per month plus taxes, unlimited employees; AI in prepaid credits. More than 40 modules advertised (quotes, PDF takeoff, invoicing, purchase orders, job site, time tracking, North American payroll). Hosting stated in the United States (Render, Virginia). On its home page viewed on October 26, 2026, we found no mention of the CCQ.

Procore

A construction management platform for large projects rather than an accounting ERP: it connects to ERPs through connectors (including QuickBooks Online). Price not published: according to its pricing page, annual fees paid in advance per product, based on your annual construction volume, and unlimited users. Interface offered in French (Canada). Canadian data zone (ca01) available in addition to the US zone. We found no mention of the CCQ. See Procore vs SubmitX.

Sage Intacct Construction and Sage 300 Construction and Real Estate

Sage presents Sage Intacct Construction as cloud accounting software for construction (actual and committed project costs, change orders, payments to subcontractors, work progress reports) and Sage 300 CRE as a construction and real estate suite (reports, documents, service, project management). A 2022 Sage Canada press release states that Sage Intacct Construction and Real Estate is offered in Canada. Prices: not published (quote on request). On October 26, 2026, the Construction page exists on sage.com in Canadian English, but the equivalent French address (fr-ca) returns a 404 error; we found no mention of the CCQ.

Acomba Construction

Accounting approach: payroll with valid CCQ rates, project cost tracking, holdbacks receivable and accounts payable. Price not published for the Construction version (Acomba GO, the general online offering, ranges from $39 to $399 per month at regular price). A good choice if accounting and payroll are the centre, less so if you are looking for quotes and job site tools. Profile: Acomba alternative.

SubmitX

Management software designed in Montreal: AI-assisted quotes (to review before sending), CRM, projects with Gantt and change orders, progress billing, holdbacks, GST/QST, CCQ payroll, SEAO monitoring, mobile apps. How to evaluate and implement an ERP without breaking everything

1

Map the current flow

From the client's request to payment: note every re-entry and every Excel file.

2

Ask for a demo with your cases

A real quote, a change order, a progress invoice with a holdback and a CCQ payroll with an apprentice.

3

Have the total cost estimated

Licences, implementation, training, modules, AI credits, over 3 years.

4

Test the exit

Ask for a full export of your data before signing.

5

Migrate in stages

Clients and prices first, then ongoing projects, then payroll. In SubmitX, Excel/CSV import is free; a migration by our team is offered as an option (price on request).
