CCQ payroll for construction contractors in Quebec: everything you need to know in 2026

The CCQ (Commission de la construction du Québec) governs the working conditions of 155,000 Quebec construction workers. If you employ workers covered by the R-20 Act, you have specific obligations, and stiff penalties if you get them wrong. Here is the complete guide.

What is the CCQ and who does it apply to?

The Commission de la construction du Québec administers the Act respecting labour relations, vocational training and workforce management in the construction industry (the R-20 Act). It covers 4 sectors:

If you carry out construction work in one of these sectors with employees, you are a CCQ employer. That includes electricians, plumbers, carpenter-joiners, painters, roofers, tile setters, sheet metal workers, equipment operators and many other trades.

⚠️ Important: According to the CCQ, a late monthly report triggers penalties of 7%, 11% or 20% depending on how late it is, plus daily interest. See our CCQ monthly report guide.
