CCQ monthly report: who files it, when it is due and how

This guide sums up what the CCQ (Commission de la construction du Québec) requires from construction employers regarding the monthly report. It is based on the CCQ's official pages, consulted on October 13, 2026.

💡 Key takeaway: the monthly report is the report every employer subject to the R-20 Act sends to the CCQ each month, together with payment of the amounts owed, no later than the 15th day of the month following the period covered. It can only be filed electronically, and filing late triggers daily interest and a penalty of 7%, 11% or 20% depending on how late it is.

What is the CCQ monthly report?

It is the report on its construction activities that the employer sends each month to the Commission de la construction du Québec (CCQ). According to the CCQ guide, it is used to declare the workforce, the hours worked and the wages paid, and the employer also reports the contributions it pays into the funds managed by the CCQ.

It must come with a payment that matches the remittances and contributions set out in the collective agreements and the R-20 Act. Do not confuse it with the register of daily activities and payroll, which you keep yourself: the CCQ specifies that it is a different document.

Who has to file the monthly report?

Every employer subject to the R-20 Act, as well as every self-employed contractor working on job sites covered by the Act. Self-employed contractors also report the detail of the hours they worked.

The obligation applies even to a period with no work: the CCQ requires a monthly report "even if no work was done". For those months, its online services include a notice of inactivity (formerly the "monthly report with no activity"). Confirm the exact steps in your online file.

What is the deadline for the monthly report?

The 15th day of the month following the period covered, for both submitting the report and paying. The report for the August period, for example, is due no later than September 15.

Note: the monthly work period does not exactly follow the calendar month. According to the CCQ guide, the work week starts at 12:01 a.m. on Sunday and ends at midnight on the following Saturday. The monthly period covers four to five weeks, ends on the last Saturday of the month and starts on the Sunday after the end of the previous period. The exact dates are in the CCQ's construction industry calendar.

The CCQ may also announce an exceptional extension. For example, it pushed the deadline for the August 2026 report to September 18, 2026, without penalty, after its cybersecurity incident. Check its news before concluding that a deadline has changed.

What does the monthly report contain: hours, wages and contributions?

The report is filled out employee by employee, then it totals what the employer has to pay. According to the CCQ guide PD5277F (edition 2606), each line shows in particular:

An identification error has a direct consequence: the line is rejected, moved to the non-compliant section, and is not billed until it is corrected.

On the amounts side, here is what the guide describes. These values are from edition 2606: confirm them on ccq.org before filing your report.

ItemWhat the CCQ guide says

How do you file and submit the monthly report?

Electronically only. The CCQ offers three options: its online services, where the employer fills out the report directly in its file; accounting software or a payroll service on its list of authorized providers; or uploading a JSON file from the "Mon organisation" (My organization) menu of the online file.

Paper and phone are no longer accepted. The last report accepted in those forms was for September 2025, and electronic submission has been mandatory since the October 2025 period.

1

Gather the hours for the period

Compile hours by employee, trade, sector and region for the monthly period shown in the CCQ calendar.

2

Classify each employee

Refer to their competency certificate for identification, then enter the apprenticeship period or "C" or "O", the status, the sector, the wage appendix and the region (codes from the guide).

3

Fill out or import the report

The modernized report, in effect since the January 2026 period, saves drafts, lets you copy the previous month's report and flags errors before submission. Blocking errors must be corrected.

4

Pay electronically

Electronic payment has been mandatory since January 2026: by pre-authorized debit (after enrolling) or through your financial institution, by choosing the payee "CCQ - Rapport mensuel" (the name may vary by institution).

5

Correct as needed

An error found after the fact is corrected with an amended report in the online services. Reducing or removing hours requires a form signed by the employee concerned; adding hours requires paying the additional contributions separately, without pre-authorized debit.

Can you use payroll or accounting software?

Yes, if the provider is authorized by the CCQ. The CCQ asks employers who use a payroll service, an accounting firm or accounting software to check that their provider appears on its list of authorized service providers. Several accounting programs automatically create the electronic file to submit.

SubmitX calculates payroll for CCQ-covered employees from timesheets entered at the office or on the job site, and links the hours to the project. CCQ payroll is part of the Pro plan (pricing on request; 7-day trial with no credit card). Submitting the report to the CCQ, however, goes through the CCQ online services or a provider on its official list: check that list before choosing a tool. See the features and our guide on CCQ payroll for contractors.

What are the risks of filing late or with errors?

Interest calculated daily and a progressive penalty. The CCQ applies:

According to the CCQ, under section 81 c) of the R-20 Act, these percentages apply to the amounts corresponding to insurance, pension and paid leave contributions.

According to the guide, penalties and interest are billed six weeks after the due date. If the amounts owed are not paid within 10 days of receiving the late notice, the CCQ can send the file to its attorneys. The guide adds that a non-compliant, incomplete or incorrect report, or one received after the 15th, can lead to an interest statement and penal proceedings, and that errors and omissions also penalize employees.

An employer with an exceptional reason can submit a request for a penalty review, with supporting documents.
