Bluebeam Revu vs SubmitX: PDF plan markup and takeoff or complete management software, which to choose in Quebec in 2026?

Bluebeam Revu is specialized software for marking up, measuring and comparing PDF plans. SubmitX is complete management software for Quebec contractors, from quotes to CCQ payroll. The two do not do the same job: here are the verified facts, the prices, and why many contractors would benefit from combining them rather than choosing.

What Bluebeam Revu does well

💡 Transparency: this article is written by the SubmitX team, so we are both judge and party. The facts about Bluebeam come from its public pages (website, English and French pricing pages, trial page, help centre, release notes) viewed on October 26, 2026. A mistake? Write to support@submitx.ca and we will correct it.

Bluebeam is part of the Nemetschek group. Its flagship product, Revu, is desktop software for Windows, complemented by web and mobile access. It is a tool specialized in PDF plans, and that is where it excels. According to its pricing page (viewed on October 26, 2026):

For an estimator who does takeoffs on PDF plans all day, or a general contractor who marks up and compares plan revisions, Bluebeam is a work tool that is hard to replace. SubmitX is not a PDF editor: it does not replace Revu's markup and measurement tools.

Bluebeam and SubmitX pricing

According to bluebeam.com/pricing (English version, viewed on October 26, 2026), plans are sold per user, billed annually:

Bluebeam planEnglish page (currency not specified, $ symbol)French page (bluebeam.com/fr)
Basics$260 per user, per year€285 incl. VAT per user, per year
Core$330 per user, per year€357 incl. VAT per user, per year
Complete$440 per user, per year€476 incl. VAT per user, per year
Max$590 per user, per year (launch price)€642 incl. VAT per user, per year (launch price)
EnterpriseNot statedOn quote

The English page displays by default for the United States and does not specify the currency; we found no Canadian pricing page. Plans can be mixed within the same team. The trial page (bluebeam.com/trials) offers 14 free days, no credit card, on the Max plan.

SubmitX provides its prices on request, depending on the plan (Pricing): Free (1 user), Starter (up to 3 users, 100 AI credits per month), Pro (up to 25 users, 300 AI credits per month), Ultra (25 users and more). 7-day trial with no card. The two prices cannot be compared directly: one is a per-seat plan tool, the other management software for the whole company.

Language, Quebec and platforms

Language. Bluebeam publishes a website, a pricing page and a help centre in French. Its help article "Customize general preferences" explains how to choose the language used by Revu, and the Revu 21.3.0 release notes (September 24, 2024) mention localization improvements for French and Spanish. We found no complete official list of the interface languages (checked on October 26, 2026). SubmitX is designed French first, with English supported.

Platforms. The pages we viewed describe Revu for Windows on desktop, plus web and mobile access; we found no macOS version of the desktop software there. SubmitX works in the browser and on iOS and Android apps.

Data. We found no published hosting region for Studio or the Bluebeam cloud on the pages we viewed. SubmitX's database and files are hosted in Canada (AWS, Montreal); some SubmitX subprocessors are in the United States (AI, application hosting, payments, emails), listed in our security FAQ.

CCQ payroll, GST/QST, SEAO and quotes

Bluebeam measures quantities on plans and can send them to Excel (Quantity Link, Complete plan). It does not prepare the quote sent to the client, and we found no mention of CCQ payroll, GST/QST, invoicing or SEAO monitoring on its official pages viewed on October 26, 2026. That is not its role.

SubmitX covers the next step: AI-assisted quotes (the AI suggests line items, quantities and prices from your data, and every quote must be reviewed by you before sending), GST (5%) and QST (9.975%) calculated automatically, progress billing with holdbacks, CCQ payroll and SEAO monitoring. SubmitX also offers AI analysis of PDF plans (TakeOff), which uses AI credits: it is an estimating aid, not a precision markup tool like Revu.

Bluebeam or SubmitX: who is each one for?

Bluebeam is a better fit if…

SubmitX is a fit if…

The most common combination

Bluebeam to measure, SubmitX to sell and manage. The estimator does the takeoff in Revu, then transfers the quantities to the line items of the SubmitX quote (by hand, or through an Excel file); SubmitX calculates the totals and taxes, sends the quote to the client and tracks the project through to the invoice. There is no direct integration between Bluebeam and SubmitX at this time.

How to test both

1

Take a real project

Choose a set of PDF plans from a recent project whose price you already know.

2

Test Bluebeam for 14 days

The trial covers the Max plan, with no card. Check which plan (Basics, Core or Complete) really covers your measurements before buying.

3

Test SubmitX for 7 days

Trial with no card. Import your clients and prices (Excel or CSV, free) and prepare 5 to 10 real quotes, with or without AI plan analysis.

4

Compare the full workflow

Measure the time between receiving the plans and sending the quote, with each tool and with both combined.

5

Calculate the annual cost

Number of Bluebeam seats × annual price, plus the SubmitX plan, taxes included. Keep only what saves time.
