Verified RBQ contractor profile: what SubmitX Network confirms

On SubmitX Network, an RBQ licence number can lead to one of two labels: "found in the registry" or "verified". Here is what each one confirms, what neither guarantees, and what you still need to check yourself before signing.

Two labels, two levels of proof

When someone enters their licence number from the Régie du bâtiment du Québec (RBQ, Quebec's building authority) on SubmitX Network, that number is compared against the RBQ's public registry of active licences. The result takes one of two forms:

In other words, the first label is about a licence; the second adds a sign that the person signing up really represents the company.

💡 Neither one is an RBQ approval, and neither one is a guarantee of quality.

Label shownWhat it meansWhat you still need to do
Found in the registryThe licence number exists in the RBQ's public registry of active licences.Check the status, subclasses and claims in the official registry.
VerifiedThe number exists, and the email used to sign up is the company's email in the registry, or an address on its domain.Run the same checks, then confirm the insurance and the references.
NeitherThe comparison confirmed nothing: no number was provided, or the number is not on the list.Ask the company for its number and look it up yourself in the RBQ registry.

How the number is compared against the registry

The registry used is the RBQ's open list of active licences, published on Données Québec (Quebec's open data portal) under a CC BY 4.0 licence, with the RBQ as the point of contact. According to its listing, this dataset covers all active licence holders and is updated daily.

There are two limits to keep in mind. First, it is a list of active licences: a licence that is no longer active is not on it, whereas the RBQ's official registry and the RBQ's pages show things a list of active licences does not contain: the RBQ publishes its suspension and cancellation decisions, and its restricted licences, separately. Second, a licence can change status after a comparison. On the day you sign a contract, check the RBQ's official registry.

Why "verified" requires a matching email

A licence number is public information: anyone can type in another company's number. The number alone therefore does not prove that the person signing up represents that company. To show "verified", SubmitX Network also requires the sign-up email to be the company's email in the registry, or an address on its domain.

That does not prove everything either. A matching email points to a link with the company, not to a specific role. And a company whose email does not match may be perfectly legitimate: it will simply appear as "found in the registry".

There is a fast track to save time: provide your website address. After proof of ownership, SubmitX reads a few pages, respecting the robots.txt file, and proposes a listing that the team reviews. It is never published automatically.

What this does not guarantee

SubmitX Network is a way to connect. SubmitX does not sell contact details or customer leads and does not rule on the work of companies: it is up to you to choose who to contact, after doing your own checks.

What you need to check yourself

  1. Open the RBQ's licence holder registry: valid status, subclasses, claims.
  2. Compare the company name on the contract with the name on the licence.
  3. Confirm the civil liability insurance and ask for written proof.
  4. Ask for references and call them.
  5. Insist on a detailed quote and a written contract, with the smallest deposit possible.

Where SubmitX Network stands

SubmitX Network is a construction network in Quebec, separate from the SubmitX software: no SubmitX account is required and nothing from the software is read. It is closed for now: none of the 17 administrative regions is open, and a waitlist is active. We open region by region, once there are enough profiles for a first search to return results. The labels described here will therefore only appear when a region opens, and nothing in your profile is visible to anyone while your region is closed.

Sign-up and the profile are free, and each profile type has its own link: individual, company, and the other types from the network's home page. A single email lets you know when your region opens. Every email contains an "erase everything" link (immediate and permanent erasure), and your data can be exported. To understand the project as a whole, read What is SubmitX Network?.

Frequently asked questions

Does 'found in the registry' mean the RBQ approves this company?

No. It only means that the number entered exists in the RBQ's public registry of active licences. The label is neither an RBQ approval nor a guarantee of quality. For an important decision, check the official listing in the RBQ's Registre des détenteurs de licence (licence holder registry).

Why is a company 'found in the registry' without being 'verified'?

Because the email used to sign up is neither the company's email in the registry nor an address on its domain. The 'verified' status only appears in those two cases. If you represent the company, check which address appears in the registry or use an address on your domain.

Is a profile without the 'verified' label less reliable?

Not necessarily. The label describes what SubmitX Network was able to compare, not the worth of the company. A company may well use a different address from the one in the registry. In every case, check the licence in the RBQ registry, the insurance and the references yourself before signing.

Can I use SubmitX Network right now to find a contractor?

Not yet: the network is closed for now and no region is open. You can join the waitlist for free and you will be notified once, when your region opens. In the meantime, the RBQ registry method applies to any contractor you are thinking of hiring.
