Four common needs, four doors to point to
A contractor who contacts you often has one dominant need. The table matches four common needs with official sources you can point to.
| Need | What the official sources say | Where to direct them |
|---|---|---|
| Workforce | The CCQ estimates the industry's needs at about 17,000 people per year on average through 2030, with a region-by-region picture (about 600 per year in Estrie, for example). | The CCQ's Perspectives professionnelles 2026-2030 report. |
| Financing | Réseau Accès PME offers free support, delivered through the RCMs (regional county municipalities), that makes financing steps easier, notably through the local investment funds (Fonds locaux d'investissement). Investissement Québec also offers loans, loan guarantees and tax credit financing. | The RCM's service point, then Investissement Québec. |
| Compliance | The RBQ lets you check a licence by name or number. To build or sell new residential buildings, accreditation with the GCR plan is required. The 30-hour health and safety course from ASP Construction is required for the job site staff concerned. | The RBQ, GCR and ASP Construction. |
| Public procurement | SEAO (Quebec's electronic tendering system) gathers the notices of government departments and public bodies, health and education institutions and municipalities. Companies consult the documents there and can bid online. | SEAO, with our guide SEAO and public tenders. |
What an organization can make visible without promising the impossible
Your value is not to replace the official bodies, but to make the first step easier. A few simple actions are enough.
- A "where to start" page that points to your RCM's Réseau Accès PME service point, the CCQ, the RBQ and SEAO, with the date it was last checked.
- A calendar of training sessions and meetings published in advance (see how to promote an event).
- Readable eligibility criteria when you share a program: who can benefit, what is excluded, who to contact.
- A reminder that self-employed workers are included when the program covers them: Réseau Accès PME states that self-employed workers and collective enterprises can use it.
- A verification reflex before recommending any company: check the RBQ licence registry.
By type of organization: what to make visible, what to ask
Each organization plays a different role with contractors. For four types of organizations, the table suggests content to make visible and a question that opens the conversation.
| Type of organization | What it can make visible | Question to ask contractors |
|---|---|---|
| Construction association | Training, events and member directory | What training is your team missing this year? |
| Chamber of commerce | Local business meetings and companies in the region | Which business contacts are you missing in your region? |
| Development agency (RCM, Réseau Accès PME) | Free support, guidance and local funds | Which project is stuck for lack of financing or resources? |
| Financial institution | Its credit products and conditions, explained simply | At what point in a project do you need cash? |
A five-step plan to better reach contractors
Listen before you announce
Call a few contractors from different trades and company sizes. Ask them which recent process took them too long. Write down their words, not yours.
Choose one need and one audience
Financing for small businesses, succession, public procurement: a precise message beats a general offer.
Adapt the channel and the timing
A short message, readable on a phone, sent outside job site hours. Avoid the construction holiday weeks, whose dates are set by the CCQ.
Direct, then follow up
Give the name of a contact person and a follow-up date. A referral without follow-up is quickly forgotten.
Measure without overcomplicating
Count the requests received, the meetings held and the contractors referred. Three measures are enough to adjust the next period.
Also speak the language of their tools. A contractor who tracks quotes, projects and payroll in an ERP like SubmitX thinks in deadlines and required documents: give them clear deadlines and document lists.
An example of a short message: "Hello, we help contractors in the region identify local financing programs. Would you like a one-page summary? A simple yes is enough." It names a need, promises little and reads in ten seconds.

Where SubmitX Network fits in for an economic partner
SubmitX Network includes an "economic partner" profile type: association, chamber of commerce, economic development agency or financial institution. The network is on a waitlist and will open region by region, once there are enough profiles for a first search to return results.
While you wait, you can sign up your organization and prepare its profile. Sign-up is free, requires no SubmitX account, and SubmitX sells neither contact details nor client leads. A profile can be found by region, trade and radius, which complements your member directory without replacing it.
For an overview of the network, read what SubmitX Network is.
Five mistakes to avoid when sharing programs
- Posting a program without its validity date. Québec.ca states, for example, that the terms of the local investment funds are in effect until December 31, 2028 and may vary according to each RCM's policy.
- Promising financing or a processing time that only the lender can confirm.
- Writing in jargon instead of describing the process in three sentences.
- Forgetting the region: the same information does not carry the same weight in Gaspésie and in Greater Montreal.
- Recommending a company without checking its licence.
💡 Before sharing a program, confirm its current conditions with the organization that administers it (RCM, Investissement Québec, CCQ, RBQ). Terms change.
Frequently asked questions
Which organizations help construction SMBs get financing in the regions?
Réseau Accès PME offers free support, delivered through the RCMs, that makes financing steps easier, notably through the local investment funds (Fonds locaux d'investissement). Investissement Québec also offers loans, loan guarantees and tax credit financing. Conditions vary: confirm with your RCM and with Investissement Québec.
How can I find out the workforce needs of my region?
Every year the CCQ publishes a Perspectives professionnelles report that estimates workforce needs for Quebec as a whole and for each region. The 2026-2030 edition, released in May 2026, points to needs of about 17,000 people per year on average across Quebec. Check with the CCQ for updates.
Can my organization sign up for SubmitX Network?
Yes, on the waitlist, with the "economic partner" type. Sign-up and the profile are free and require no SubmitX account. The network opens region by region, once there are enough profiles for a first search to return results. No date is promised in advance.
Should I check a contractor's licence before recommending them?
It is good practice. The RBQ's registry of licence holders can be searched by name or licence number and lets you check that a contractor holds a valid licence. For new residential construction, the GCR directory shows the accreditation status. Confirm with the RBQ.
How do I introduce my organization to contractors who don't know me?
Start with a specific need rather than your mission. Name the program or service, cite its official source, give the date it was checked and a contact person. Avoid jargon and promises of results: contractors remember what they can use this week.
