Why you are asked for these documents
Each document protects someone against a risk that the law or the contract has clearly identified:
- RBQ licence. Giving work to an unlicensed subcontractor exposes the contractor to prosecution, the RBQ (Régie du bâtiment du Québec) warns. See how to check a licence in the registry.
- Revenu Québec attestation. For the construction contracts covered, it is a legal obligation on both sides, with penalties for non-compliance.
- CNESST compliance. An employer who hires another employer could have to pay the premium the latter did not pay.
- CCQ. The status letter (lettre d'état de situation) helps assess the risk of a joint and several liability claim for wages owed to workers (section 54 of the R-20 Act).
- Liability insurance. It covers damage the work might cause; the RBQ's renovation contract template expressly provides for it.
The table at a glance
| Document | What it is for | How to get it | When to renew it or ask for it again |
|---|---|---|---|
| RBQ licence record | Shows that the licence is valid and that the subcategories cover the work | Licence number, then the RBQ's registry of licence holders | Before each contract. The holder must pay the licence maintenance fee every year (notice sent 60 days before the due date) |
| Revenu Québec attestation | Confirms that the required returns have been filed and that there is no overdue account, or that the payment agreement is being respected | My Account for businesses, issued immediately if the conditions are met | Valid until the end of the month of issue and for the following three months; the end date is printed on it |
| CNESST proof of compliance | Shows that the employer's insurance file is in good standing | MonEspace CNESST: compliance validation, follow-up, certificate of compliance | Validation before each contract; certificate at the end of each contract |
| Liability insurance certificate | Confirms the coverage, the insurer and the policy number | Insurer or broker | At each policy renewal and before each contract |
| CCQ status letter | Gives a picture of the employer's file at the CCQ: monthly reports, civil claims, suspensions, convictions, RBQ licence | CCQ online services, registered employer, $30 fee | For a job site or a bid; request it from the 23rd of the month so the latest monthly report is included |
The Revenu Québec attestation, step by step
Request it in My Account for businesses
If the company meets the conditions, the attestation is posted there immediately; you can print it or download it as a PDF. A company that cannot register for My Account can still request it.
Note the end date
The attestation is valid until the end of the month in which it is issued and for the following three months, and the date is printed on the document.
Hand it over on time
The subcontractor must hold it and give a copy to the contractor between the date of the bid and the end of the seventh day after work begins.
Let the contractor verify its authenticity
They must do so in My Account no later than the tenth day after work begins. The verification confirms the attestation number, the date and time of issue, the company name and the NEQ (Quebec enterprise number), and that it really comes from Revenu Québec.
Subscribe to renewal
Revenu Québec posts a new attestation a few days before the end of the period, if the company still meets the conditions. You must already hold a valid attestation to subscribe.
Revenu Québec announces that starting in November 2026, a hyperlink will be included in the attestation to make verification easier. The contract must be covered: performed in Quebec, for work requiring an RBQ licence, and reaching $25,000 (taxes not included) on its own or combined with contracts already signed between the same parties. An emergency involving the safety of people or property is an exception. Check with Revenu Québec.
The CNESST: three services, three moments
- Before the contract: compliance validation. The contractor immediately obtains proof that their insurance file is compliant, usable for a bid. If the file is not compliant, they know the reasons and the steps to take right away. Only the contractor can use this service.
- During the contract: compliance status follow-up. The principal employer and the contractor receive any changes in compliance.
- At the end of the contract: certificate of compliance. It releases the principal employer from any liability to pay the premium owed by the contractor. If the principal employer requests it, the contractor has 14 days to approve the contract details or object to them.
A compliant file requires, among other things, filing the Statement of Wages before March 15, making periodic payments and paying the premium when due or respecting a payment agreement.
An employer must register with the CNESST within 60 days of their first worker's first day of work. If you hire another employer or a self-employed worker for part of the contract, keep the documents used for the request. Check with the CNESST.
Liability insurance and the CCQ
On insurance, the RBQ states that licence applicants will have to hold liability insurance whose nature and coverage will be set by regulation; its page presents this requirement as "upcoming" and says it will come into force when the regulation is adopted. In the meantime, contracts are what require it: the RBQ's renovation contract template has the contractor confirm that they hold civil liability insurance adequate for the work, covering subcontractors and the client, with the insurer's name and the policy number. Ask your insurer or broker for an up-to-date certificate and confirm what the policy covers for your trade.
On the CCQ side, two tools come in. A construction employer must hire workers who hold a competency certificate issued by the CCQ (Commission de la construction du Québec): see our guide on the CCQ competency card. The status letter, for its part, is a service for registered employers. The CCQ specifies that it is only a service and in no way constitutes a waiver of the remedies provided by law.
💡 Insurance rules can change: check with the RBQ, your insurer or your broker. The fees and time frames cited here were reread on the official websites on October 21, 2026.

Simple tracking so you are never caught off guard
- Create a single digital folder, with one file per document, named with its end date.
- Put each end date in a calendar with a reminder one month before, wherever you plan your job sites: a calendar, a spreadsheet or project management software such as SubmitX.
- Attach the complete folder to each bid, so the general contractor doesn't have to ask for it again.
- Replace each document as soon as it is renewed, in the shared folder too.
- On the contractor's side, keep a record of each verification, with its date: Revenu Québec lets you consult the mandatory verifications of the last three years in My Account.
- Review the folder before each new contract: what was valid for the last one may no longer be.
Where SubmitX Network fits in
SubmitX Network, a construction network for Quebec, does not store these documents and does not replace any of these checks. Its role is to make the connection easier: a directory of profiles (companies, subcontractors, suppliers and others) searchable by region, trade and radius. A profile's RBQ licence number is compared with the public registry of active licences, which is not the same as an approval by the RBQ. To find and choose a subcontractor, read our guide.
None of the 17 administrative regions is open yet; the waitlist is active. Sign-up is free and requires no SubmitX account. You can join the waitlist and prepare your profile; the paperwork in this article is still exchanged directly between partners.
Frequently asked questions
What happens when my Revenu Québec attestation expires during a contract?
A new contract signed with the same contractor during the validity period does not require a new copy. At the end of the period, the subcontractor must obtain a new valid attestation to sign new contracts. The automatic renewal service prevents you from forgetting. Check with Revenu Québec for a contract in progress.
Who verifies the authenticity of the Revenu Québec attestation?
The construction contractor who received it from the subcontractor, in My Account for businesses, no later than the tenth day after work begins. The verification confirms the information shown and that it comes from Revenu Québec. Public bodies are not subject to this legal obligation.
Are the CNESST compliance validation and the certificate of compliance the same thing?
No. The compliance validation gives the contractor immediate proof before each contract, usable for a bid. The certificate of compliance is issued at the end of the contract and releases the principal employer from any liability to pay the premium owed by the contractor. Each contract calls for its own certificate.
Is liability insurance required to obtain an RBQ licence?
The RBQ presents this requirement as upcoming, after a regulation is adopted; the page consulted on October 21, 2026 gives no date. Your contracts may, however, already require it, as the RBQ's renovation contract template does. Check with the RBQ and your insurer.
